	* misc.c (pthread_once): Use the POSIX mutex primitives, not Win32.
	Remove irrelevant FIXME comment.
	* pthread.h (PTHREAD_ONCE_INIT): Define.
	* tests/once1.c: New file; test for pthread_once(). Passes.
