Converting to an object:

$ arm-none-eabi-objcopy -I binary -O elf32-littlearm \
--prefix-sections '.romfs' --binary-architecture arm my-romfs.bin my-romfs.o


Note: this format has absolutely nothing in common with Linux's romfs.
